Oudtshoorn, the Klein Karoo's main town, was placed under administration twice within a decade. The first intervention, on 19 March 2007, followed a provincial report citing "internal strife", maladministration and statutory non-compliance; MEC Richard Dyantyi told the NCOP four forensic audits were under way and appointed Louis Scheepers as administrator.
The second, under s139(1)(b) from 31 July 2015, came after years of coalition instability. MEC Anton Bredell cited political and administrative instability, pollution of the Olifants River, refuse-collection failures, irregular procurement and Eskom arrears, and appointed Kam Chetty as administrator with national Cogta's concurrence. The forensic investigation that followed reported on 4 March 2016: 132 transgressions, mainly breaches of the Municipal Finance Management Act, including two cases of alleged corruption and eight of fraud and falsified documents. Officials were suspended and charged, and a task team was appointed to advise on criminal referrals; the intervention was extended in May 2016. "This matter will be followed through to the end," the MEC's spokesperson said.
