Ithala SOC Ltd is the KwaZulu-Natal government's development bank, created in the homeland era and kept alive after 1994 as a vehicle for financial inclusion. It never held a banking licence; it took deposits under a series of Banks Act exemptions granted by the Reserve Bank. The last of these lapsed on 15 December 2023.

The Prudential Authority appointed Johannes Kruger as Repayment Administrator to protect depositors. He found Ithala "technically and legally insolvent". On 16 January 2025 the Authority applied to the Pietermaritzburg High Court for provisional liquidation. About 257,000 depositors — many of them pensioners and stokvels in rural KwaZulu-Natal — held accounts. The provincial government, backed by the ANC, opposed the application as an attack on financial inclusion; the High Court allowed Ithala to resume operations during 2025. In August 2026 the court upheld the Prudential Authority's appeal. The Authority then withdrew its liquidation application and KZN Finance MEC Francois Rodgers convened stakeholder talks: "the key issue... is Ithala's ability to regain control of its loan book."

No criminal process has been identified. The record is filed as state failure in the financial sector alongside VBS and the Land Bank: a province ran an unlicensed deposit-taker for twenty years and then litigated against the regulator trying to protect its depositors.
