Bushbuckridge is one of the country's most populous rural municipalities, on the edge of the Kruger National Park in Mpumalanga. On 20 May 2025 the government announced Proclamation 259 of 2025 authorising the Special Investigating Unit to investigate a Municipal Infrastructure Grant contract — Contract BLM R119, tender MIG/MP/1710/RST/18/19 — for the paving of internal streets at Lillydale Phase 1. The SIU is to test whether the procurement was fair, equitable, transparent, competitive and cost-effective and whether unauthorised, irregular or fruitless and wasteful expenditure was incurred, with the conduct of municipal officials and service providers in scope from 1 January 2018 to the date of the proclamation.
