SAHRC North West Inquiry: 14 of 19 Municipalities Violating Residents' Rights — Province Ordered to Fix Sewage Spills Within 24 Hours

The South African Human Rights Commission's North West inquiry (report dated 17 November 2025) found municipal service delivery in the province had deteriorated to "systemic collapse", with 14 of 19 municipalities and the provincial government violating the rights to water, sanitation and a healthy environment through chronic shortages, sewage spills, waste failures and infrastructure decay. It issued directives with 24-hour, 30-day and 90-day deadlines and briefed the NCOP in March 2026.

Seven North West municipalities are already in this archive as individual collapses — Mahikeng, Ditsobotla, Kgetlengrivier, Rustenburg, Madibeng, Tswaing and Ramotshere Moiloa. The South African Human Rights Commission's provincial inquiry, whose report is dated 17 November 2025 and was released on 22 November, found the pattern to be provincial rather than local: fourteen of the province's nineteen municipalities, and the provincial government itself, were violating residents' constitutional rights to water, sanitation and a healthy environment through chronic water shortages, sewage spills, waste-management failure and infrastructure decay — "systemic collapse".

The Commission directed 24-hour sewage-response teams, corrective reports within 30 days, costed plans within 90 days, environmental rehabilitation and strengthened provincial oversight, and briefed the NCOP Select Committee on Cogta in March 2026. Municipalities named that are not otherwise in this archive include Matlosana, JB Marks, Maquassi Hills, Dr Ruth Segomotsi Mompati, Lekwa-Teemane, Kagisano-Molopo, Moretele, Moses Kotane and Ngaka Modiri Molema.
