The SIU has been inside eThekwini since Proclamation 226 of 2024, which covered procurement at the metro from 1 January 2004 to 22 November 2024. In September 2026 the President amended that proclamation to bring the investigation forward to September 2026 and to add six specified contracts — CMS 0031, 1C 15104, 1C 18709, 1C 20359, 1X 31747 and 1C 29300 — covering security services and VIP protection for councillors and officials, together with every extension, variation and payment under them.
The SIU will test whether the contracts were awarded through fair, competitive, transparent and cost-effective processes and whether irregular expenditure was incurred, with criminal referrals to the NPA and civil recovery through the Special Tribunal available. The firms on the 2017 security contract were Enforce Security, Vusa-Isizwe Security, Sharks Protection Services, Royal Security, Secureco Metsu, iMvula Quality Protection, Khuselani Security and Risk Management and Isidingo Security Services. Meanwhile the city's 2026/27 medium-term budget provides R318 million for external security and VIP guards.
No individual has been named and no contract value published; the amendment was announced in the same batch as the North West Transport Investments proclamation.
