Molemole Local Municipality, seated at Mogwadi in Limpopo's Capricorn District, awarded a R38 million tender in August 2024 for the construction of a landfill site. The winning bidder, Sef-Mod, was controlled by a municipal official who had resigned shortly before submitting the bid. The municipality paid R2.2 million before a service-level agreement had been signed, and continued paying; the Hawks put the loss to the municipality at R38 million with the site incomplete.
On 15 April 2026 the Hawks arrested ten people, including the former official, his wife and eight employees. On 23 June 2026 three further suspects aged 39 to 47 were arrested and appeared in the Senwabarwana Magistrate's Court, bringing the total to 13; the newest accused were granted bail of R5,000 to R20,000. Investigators allege procurement processes were bypassed, fictitious documents were used and payment preceded contracting, in contravention of the Municipal Finance Management Act. The Hawks have withheld the accused's names "due to ongoing investigations"; the accused reportedly include a municipal manager and supply-chain officials.
Hawks Limpopo head Maj-Gen Gopz Govender: "Public funds are not a playground for corruption. The Hawks will continue to follow the evidence without fear or favour until every person responsible is brought before the law." The DA has petitioned for the municipality to be placed under administration. Charges are untested.
