The Department of Defence carries R16 billion in irregular expenditure. On 26 August 2026 Hawks Divisional Commissioner Lt-Gen Dumisani Mbotho briefed the joint parliamentary defence committees on 13 DoD investigations, nine of them complete and referred to the National Prosecuting Authority.
Five relate to the SA Navy at Simon's Town. According to the briefing, a service provider was irregularly awarded a three-year vessel-maintenance contract and supplied substandard spares bought locally but invoiced as German imports; in three further matters the provider invoiced for work never performed and the Navy paid. The combined estimated loss is about R102.27 million. Dockets are with the Director of Public Prosecutions; two matters are being charge-sheeted with three to follow. The remaining investigations cover a R48 million Military Veterans development programme (an official suspended), PPE procurement, an SA Army Foundation fund transfer, and fuel procurement — the last delayed because the department had not supplied documents the Hawks requested in January 2026.
Portfolio Committee chair Dakota Legoete said a parliamentary inquiry was unnecessary and the Hawks should continue. The record sits under the archive's existing defence-procurement umbrella.
