In 2022 the City of Tshwane awarded a security contract worth about R2.9 billion, divided among 22 firms. One of the firms has been linked in 2026 reporting to the city's deputy mayor, Eugine "Bonzo" Modise.

Two bid evaluation committees reportedly flagged irregularities in the procurement, and those warnings were ignored. In March 2026 the Tshwane mayor signalled a crackdown on corruption in the city's R28bn budget, with this contract among the matters in focus. The allegations are reported and have not been tested; those named are presumed innocent.
