Judge who headed the Special Investigating Unit (Heath Commission) established by President Mandela in 1997. The SIU identified hundreds of millions in fraudulent housing subsidy claims across multiple provinces, including over R200 million in the Eastern Cape alone. Removed in 2001 after a Constitutional Court ruling that sitting judges could not head executive investigative bodies.
