Resigned as Gauteng Health MEC in February 2017 following the Life Esidimeni arbitration revelations. The Health Ombud found she bore direct responsibility for the decisions that led to 144 deaths. Criminal investigation initiated but no prosecution to date.
Former Gauteng MEC for Health (2014-2017). Directed the termination of the Life Esidimeni contract and transfer of ~1,500 psychiatric patients to 100+ unlicensed NGOs, resulting in 144 deaths. Resigned after the Health Ombudsman report. The Moseneke arbitration found her department guilty of "irrational and arrogant use of public power." Inquest judge ruled she can be held criminally liable for 9 deaths. As of March 2026, no criminal charges have been filed.
