National department responsible for oversight of major SOEs including Eskom, Transnet, SAA, Denel, and others. Under Minister Gigaba (2010-2014), the department became the primary conduit for state capture: board appointments enabled the Gupta network to seize control of SOE procurement. Gigaba replaced Barbara Hogan, who had resisted Gupta interference.
