As DPE Minister, he controlled SOE board appointments — placing Brian Molefe at Transnet, Dudu Myeni at SAA, and Anoj Singh as CFO. These appointments enabled R100B+ in SOE capture. At Home Affairs, fast-tracked Gupta naturalisation and lied under oath (ConCourt finding). At Finance, presided over junk status downgrade. Resigned November 2018. Never prosecuted.
