Subcontracted actual manufacturing to Vossloh Espana. Delivered only 13 locomotives that were too tall for South African rail tunnels and too heavy for some bridges. Contract declared unlawful by the North Gauteng High Court in 2018. Ordered to repay R2.6 billion to PRASA.
